POLICY STATEMENT

Cornwall Public Library recognizes that the abuse of alcohol and drugs is hazardous to the health of the patrons and employees of the library and is detrimental to the library environment.

The consumption of alcoholic beverages or cannabis and its derivatives, and the illicit manufacture, use, possession, or distribution of controlled substances or drug paraphernalia, are strictly prohibited at any time at the Cornwall Public Library.

“Cornwall Public Library” means within the library building, on the library property, in any library-owned vehicle, or at any library-sponsored activity where patrons or employees are engaged in activities under the jurisdiction of the library, unless it is a licensed event. This will include any period of time when an employee is engaged in library business.

A patron who violates the terms of this policy may be expelled from the Cornwall Public Library at the discretion of library management. Library use privileges may be suspended for a specified period of time. The library may, at its discretion, refer incidents to appropriate legal authorities for prosecution.

Sanctions against employees who violate the terms of the library’s drug and alcohol use policy will be in accordance with prescribed library disciplinary procedures.
